The May 16, 2025 Simpson County Board of Supervisors meeting was called to order by President Danny Craft. Sheriff Paul Mullins led in prayer followed by the Pledge of Allegiance. All board members were present for the meeting.
Chancery Clerk Tim Gray began the meeting by discussing bids for a hydraulic excavator. The bids were as follows: Puckett bid $223,725, Sany bid $199,414, Lyle Machinery bid $237,500, Stribling’s bid was $233,099.14, and Midsouth Machinery submitted a bid of $211,000. The board tool the bids under advisement.
Additionally, Howard Industries’ application from its lighting division for a 10-year Ad Valorem Tax Exemption was tabled for further review.
The Poplar Springs Water Association Board approved the appointment of three new members: Brett Lewis, Angie Walker, and Josh Lamon. Board member Howard Fewell has resigned.
Circuit Clerk Witt Fortenberry presented a second quote for upgraded election poll tablets, and approval is currently pending.

Road Manager Jeremy Bolton introduced a new hire and proposed a change order for the pre-level project, which involves adding 540/Jupiter Road and removing Bethlehem, Monroe May, EH Smith, and Campbell Creek from the Moody Wallace North project. He also requested material and labor for Rankin County to stripe and paint bridges, discussed the MDOT permit for Highway 13, and addressed the renewal of the EDKO contract. All motions were approved.

Sheriff Paul Mullins discussed the Simpson County Sheriff’s Department Fallen Officer Memorial scheduled for Friday, May 16 at 1:30 at the multipurpose building. Mullins made the following motions: to hire Michael Allan as a part-time certified sheriff’s deputy at $14.05/hour, and to hire Kimberly McNair as a full-time non-certified jail employee at $14.75/hour, with a subsequent move to full-time certified status at $15.40/hour.
Tax Assessor Jamie Brewer presented change 2024 Real Property which was approved. One motion was approved, while a motion regarding adjustments to the waste management billing schedule is still pending.
John Kilpatrick from emergency management reported that there were 1,142 911 calls and provided an update on the new mapping system, which is nearing completion.

Board Attorney Danny Welch introduced the approved road program.
The meeting was then adjourned for an executive session.
