The Simpson County Board of Supervisors gathered on Tuesday, September 2, 2025, with Board President Danny Craft calling the meeting to order at 8:00 a.m. Attorney Danny Welch opened the session with prayer, followed by the Pledge of Allegiance.

Budget Business

Chancery Clerk Tim Gray presented the routine business of the Board. The minutes from August were approved, along with the Proof of Publication, which notifies taxpayers of the proposed FY 2026 tax levy budget. This step moves the county closer to finalizing its financial plans for the new fiscal year.

Road Department Updates

Road Manager Jeremy Bolton shared several personnel and equipment updates.

  • Bobby Dillon and Jonathan Jones were promoted, subject to a work-time probation period.

  • Jerry Granderson and Rayford Phillip advanced from non-CDL drivers to certified CDL drivers, strengthening the department’s capabilities.

Several motions affecting county property and infrastructure were also approved:

  • Declaring surplus property, including a 2007 F150 truck (Road Department), a Jaguar (Sheriff’s Department), and a Chevy truck (Sheriff’s Department).

  • Accepting Ashwood Drive into the county road system.

  • Authorizing the exchange of one of the county’s 1-ton Herc rentals due to mileage and maintenance needs.

  • Opening the process for sealed bids on a 10-foot aluminized culvert.

Sheriff’s Department Report

Sheriff Paul Mullins presented the department’s invoices and personnel updates. The Board approved the August Summit Food Service bill of $20,592.70 and a Dog Team Pro invoice for $499.00. Personnel action included Garrett Gray’s promotion from certified deputy (earning $19.70/hour) to K-9 Sergeant, with a new hourly rate of $20.35.

Tax Office Report

Tax Assessor Jamie Brewer submitted the surrender tag list and the solid waste report for August 2025. She also requested an executive session following the regular meeting to discuss matters privately with the Board.


County AdministratorCharlie Welch  presented the following report:

#9 concerning the Service Agreement with Cintas for the Simpson County Sheriff’s Office was tabled

The Board adjourned for an Executive session which ended at 9 AM with the Board opening the Public Hearing on the proposed tax levy budget.

Simpson County resident Mr Giles brought before the board his concern the county was double dipping with a rate increase on land taxes and a tax levy of .61%.

Supervisor Wayne Womack explained to Mr. Giles that we need the value of our land to increase…not decrease.  Board members pointed out additional expenses with E911,

insurance cost, public safety, and pay increase for Sheriff department.  Tax assessor Jamie Brewer stated, “this has been the hardest re-appraisal year every!”

Board President Danny Craft stated:  “we looked at everything.”  “Services would have to be cut if mileage was not raised.”

Another county resident (I did not get his name) expressed his feeling that education is on the back burner.  “Consider all these things before making a decision.”

Supervisor Donny Welch explained, “the school gets 7 times what we receive for the county.”

President Craft thanked everyone for attending the hearing.  “We all pay taxes and what the best for our county,” said Craft.

The meeting was adjourned for another Executive session.
