Simpson County Board of Supervisors met Friday, December 13, 2019 for their regular scheduled meeting.

The meeting was called to order by President Mickey Berry.

First order of business was addressing concern from citizen Dean Blackwell/DBA B2D, LLC regarding an access road for the possibility of a Solar farm. The board approved the use of the road and granting access to property.

John Kilpatrick, EMC for the Simpson County, reported the following 911 activities for the month of November.

  • A total of 1195 (911) calls were made.
  • Two total fires on Braxton Road and Buckley Road that were total losses. Two fire stations responded.
  • 2 grass fires within the county
  • 1- Missing juvenile that was found quick and safe on 12/12/19.
  • Presently working on finding a grant for weather sirens.

Steve Womack, Simpson County Circuit Clerk, met before the board and thanked everyone for the great working relationship the last four years. Womack stated it had been a pleasure to work and service the citizens of Simpson County. Womack did ask the board to take under advisement to try and start an auto draft system for the Simpson County workers. Womack advised he had been asked from other employees for this consideration.

Tommy Joe Harvey, Chancery Clerk, asked for board approval for payment in the amount of $2124.60 for preparing and copying the State assessment rolls under authority of section 25-3-21 of Mississippi code of 1972. Approval was granted for payment.

Rhuel Dickinson, County Administrator, following report was approved.

Approve amending the personnel policy to allowing paying the Solid Waste workers for working on an approved holiday in addition to the paid holiday in lie of accumulating comp-time. The pay is at regular time and not overtime.

Approval of the lease purchase documentation from Trustmark Bank for lease-purchase financing for the 2 new John Deere 6105E Cab tractors for 48 months.

Approve the lease purchase from Trustmark Bank for the lease-purchase financing for the 3 new Western Star Dump Trucks for 48 months.

Approve the annual maintenance coverage for digital courtroom recording equipment in the Chancery Courtroom for December 2019 thorough November 2020 for $900.00.

Approve the renewal of membership dues in the National Association of Counties for 2020 in the amount of $550.00

Approve for the renewal of the Notary Public Commission for Regina Evans at a cost of $158.00 for four years.

Approve the payment to Bonaventure Co for the new Rosenbauer Fire Truck for the Harrisville Fire Department in the amount o f $94,881.00 from the volunteer Fire Fund with $70,000 to be reimbursed by RFTAPP Grant Funds.

Approve the resignation of Evelyn Copeland from the Simpson County Economic Development District effective December 15, 2019.

Approve the board order to request deletion of Bridge number SA64-073 on Van Zandt Road which was replaced with a railroad tank car culvert.

Approve the payoff of the two Caterpillar Backhoe loaders and accept the buyback.

Approve the appointment of Jamie Brewer to serve as interim Tax Assessor Collector for the Period of January 1, 2020 through January 5, 2020, due to the resignation and retirement of Charles Baldwin, effective at the close of business December 31, 2019.

All county elected officials swearing in ceremony will be held Friday, January 3, 2020 at 10:00 a.m. in the Courtroom in the Simpson County Historic Courthouse. A reception will be held immediately following ceremony.

  • Solid Waste Holiday Schedule:
    • Christmas Week – Trucks will run Monday and Tuesday December 23rd and 24th. Truck will not run Wednesday, Christmas Day, and will return running Thursday and Friday December 26th and 27th, 2019 following Christmas.
    • New Year’s Eve Week – Trucks will run Monday and Tuesday December 30th and 31st. Trucks will not run Wednesday January 1, 2020. Trucks will resume routes Thursday and Friday January 2nd and 3rd.
