Representative Tracey Mann Introduces the Home Defense and Competitive Shooting Act

WASHINGTON, DC – Today, Representative Tracey Mann and 18 original cosponsors introduced the Home Defense and Competitive Shooting Act of 2021.

“The right to bear arms granted to Americans under the U.S. Constitution is foundational to our country” said Rep. Mann (KS-01). “Our Constitutional rights make America exceptional, and I will stand up against any efforts to diminish or weaken them. I am eager to join my colleagues in introducing this legislation and protecting the rights of law-abiding Americans to own, carry, and use firearms.”

“I am committed to protecting the Second Amendment rights of all law-abiding citizens,” said Rep. Hudson (NC-08). “The Home Defense and Competitive Shooting Act upholds those rights and I am proud to work with Congressman Mann and my colleagues to advance it in Congress.”

This legislation will streamline bureaucratic regulations placed on short-barreled rifles (SBR) by the National Firearms Act of 1934 including:

·    Eliminating the prohibition on the transportation of SBR in interstate commerce;

·    Preempting state or local laws imposing a tax on SBR; and

·    Preempting state or local laws imposing licensing requirements such as fingerprints and Chief Law Enforcement Officer signatures on SBR.

Instead, SBR would be classified and regulated under the same restrictions as other semiautomatic rifles.

“It is time that the words ‘shall not be infringed’ regained their intended meaning,” said Rep. Cawthorn (NC-11). “This legislation affirms our 2nd Amendment rights by slashing unconstitutional rules and regulations, and safeguarding the right to bear arms. I am proud to be an original cosponsor of the Home Defense and Competitive Shooting Act of 2021.”

“I appreciate Congressman Mann’s attention to this issue and stand with him in supporting law-abiding Americans who choose to protect themselves with the Second Amendment,” said Rep. Guest (MS-03).

“I commend Congressman Mann and Congressman Hudson for their work,” said Rep. Herrell (MN-02). “I am proud to cosponsor this bill to protect our Second Amendment. This allows Americans to protect themselves and those who enjoy competitive shooting sports to have access to needed firearms. This is an important bill.”

“In Congress, I am proud to defend the Second Amendment rights of West Virginians, which is why I cosponsored the Home Defense and Competitive Shooting Act of 2021,” said Rep. Mooney (WV-02). “This legislation would aid Americans in owning short-barreled rifles, historically used for competitive shooting, rather than having to jump through unnecessary burdensome bureaucratic hoops. Law-abiding Americans should not face undue regulations and taxes on the purchase of short-barreled rifles.”

“Democrats are committed to undermining our Constitutional right to keep and bear arms,” said Rep. LaTurner (KS-02). “I will always fight against any infringement on the Second Amendment right of Kansans to defend themselves and their families.”

Original Cosponsors include: Rep. Richard Hudson (NC-08), Rep. Scott Perry (PA-10), Rep. Matt Gaetz (FL-01), Rep. Alex Mooney (WV-02), Rep. Ted Budd (NC-13), Rep. Don Young (AK-At Large), Rep. Ronny Jackson (TX-13), Rep. Jake LaTurner (KS-02), Rep. Yvette Herrell (NM-02), Rep. Greg Murphy (NC-03), Rep. Ron Estes (KS-04), Rep. Gregory Steube (FL-17), Rep. Glenn Grothman (WI-06), Rep. Ralph Norman (SC-05), Rep. Michael Guest (MS-03), Rep. Madison Cawthorn (NC-11), Rep. Mo Brooks (AL-05), Rep. Daniel Webster (FL-11).

The Home Defense and Competitive Shooting Act of 2021 is bicameral, with Senator Marshall (R-KS) introducing this legislation in the U.S. Senate, and is endorsed by the National Rifle Association.
