Rep. Noah Sanford

Over the last few weeks, the House has primarily been focused on consideration of Senate bills, but certain House bills concerning taxes have been taken up in the House.

House Bill 1684, which passed the House unanimously, would provide a tax incentive for companies to locate certain wood energy and forest maintenance locations in Mississippi, including mills.  Approximately 20 million acres of Mississippi’s lands are in timber, and 77 percent of that is owned by private landowners.  The opening of new mills and other businesses which can make other products from wood will help raise the price of logs and pulpwood, in turn boosting the state’s economy and landowners’ profits.

House Bill 1639 would create a tax to be charge when a non-resident charges their electric vehicle at a charging station.  This tax would be in place of the fuel tax which those of us with gasoline/diesel automobiles pay when filling up; these revenues go to maintaining state highways and state aid roads.

Senate Bill 2584, which passed out of the House Judiciary B committee, would create a pilot program in certain parts of the state for reentry courts.  Reentry courts, similar to drug courts for those suffering from addiction, would help assist certain offenders successfully re-enter society.  Pushed by both conservative and liberal groups, these courts would have the aim of preventing recidivism—offenders being released only to continue committing crimes.  The state spends, on average, approximately $18,000 per year to imprison an offender.

Senate bills which have survived the House committee process will now be considered before the full House. I appreciate the opportunity to serve.  Please contact me if I may be of assistance or if you have questions or concerns.
