Simpson County Board of Supervisors Meeting – August 15, 2025

Board President Danny Craft called the Friday, August 15, 2025, meeting to order with all supervisors present. Board member Mitchell Chatman led in prayer, followed by the Pledge of Allegiance.

  • Item #1, regarding the Hunting and Fishing Lease, was tabled due to an incorrect date.

  • Items #2–7 were approved.

Sealed Bids
Attorney Danny Welch opened sealed bids:

  • L & E Trucking: $600 for a 28 Westin, $300 for a 2007 Ford F-150.

  • Rebecca Boyd: $280 for the 2007 Ford F-150.
    The matter was tabled for further consideration.

Subdivision Discussion
Melinda Green presented information and a plaque for a proposed subdivision to be built in Magee off Raleigh Road. The plan was incomplete, and Attorney Welch instructed Ms. Green to provide complete information, answering all questions, before returning to the board. The plan must also be presented to the City of Magee for approval.

Road Department
Road Manager Jeremy Bolton requested and received approval to:

  • Advertise for a 48-foot refuse trailer and two dual-axle garbage trucks, with bids due September 12, 2025.

  • Open bids once the auction is complete.

  • Change Victor Brown’s non-CDL position from part-time to full-time.

  • Exchange a ¾-ton truck for a 1-ton truck at Hertz Rentals due to transmission issues.

  • Advertise for the 2026 pre-level project.

  • Declare asset #4334, a boom on the gravel truck, as surplus.

  • Allow department members to attend a free CPR/First Aid course through MDOT in October.

Bolton also requested an Executive Session to discuss a personnel matter.

 

Sheriff Paul Mullins gave the following report:

Permission for Garrett Gray to attend Blue to Gold Advanced Search & Seizure and Advanced Traffic Stop, September 9-10 8:00 AM-5:00 PM at the Brandon Civic Center at $395 plus travel and meals.  The request was granted.

The Sheriff Department has received a Homeland Security Grant of $21,700.

Tax Assessor’s Report
Tax Assessor Jamie Brewer informed the board of a change to real property involving a house being moved. The board approved the change.

Brewer also addressed an ongoing billing issue with the Mississippi Forestry Commission. The department consistently pays its solid waste bill late, incurring a $3 late fee each time. The Forestry Commission refuses to pay the late fee, claiming exempt status. Brewer stated that research shows they are not exempt and are required to pay the full bill, including late fees. She will contact the commission again regarding the matter.

Training Approval
Jazmine Peacock was approved to attend the Department of Revenue Collector II class in Madison, MS, at a cost of $350.

Emergency Management Report
John Kilpatrick reported that the county received 1,152 (911) calls in July, a decrease from the previous month. There were eight structure fires in the county during July, one of which resulted in loss of life. The 911 system is still awaiting parts for the new system, with no completion date available at this time.

County Administrator Charlie Welch presented the following report:
