On Saturday morning November 16, 2024, at approximately 12:09 a.m., a Magee police officer conducted a traffic stop near Love’s Truck Stop on Highway 49 for improper equipment. During the stop, the officer made contact with the driver, James Frederick Harper Jr., and two passengers, Kebryan Oatis and Quintarius Oatis.
Probable cause was established during the encounter, and the officer, following the U.S. Supreme Court ruling in Pennsylvania v. Mimms, requested all occupants to exit the vehicle. A pat-down search, in accordance with Terry v. Ohio (1968), was conducted on the individuals, along with a search of the vehicle. The search revealed a loaded firearm, a zip-lock bag containing suspected marijuana, dozens of suspected ecstasy pills, a digital scale, individually wrapped green leafy substances, and several clear plastic baggies.
All three individuals were taken into custody, transported to the Magee Police Department, and charged as follows:
*Kebryan Oatis:
• Possession of Marijuana
• Possession of Drug Paraphernalia
*Kebryan Oatis:
* Quintarius Oatis:
• Possession of a Controlled Substance with Intent (firearm enhancement)
* Quintarius Oatis
*James Frederick Harper Jr.:
• Possession of a Controlled Substance with Intent
• Improper Equipment
*James Frederick Harper Jr.
All suspects are presumed innocent until proven guilty in a court of law.
