Vice Ranking Member Guest Named as China Legislation Conferee

This week, Republican Leader Kevin McCarthy announced that Rep. Michael Guest (R-MS), Vice Ranking Member of the House Committee on Homeland Security, will serve as a conferee on the Committee that will work to produce legislation that is worthy of Congress’ support to boost America’s competitiveness with China.

“China poses the greatest 50-year threat to the homeland,” said Vice Ranking Member Guest. “Due to the significant entanglements between our two countries, the homeland security mission has never been more important. As a result, many of our most long-standing concerns, such as travel, trade, and supply chain resilience must be strategically addressed. I am proud to serve on this committee and contribute critical solutions to ensure U.S. competitiveness during this pivotal time.”

Guest Introduces Legislation to Alert Localities of Migrant Releases as Immigration Surge Looms

Congressman Guest introduced the Early Migration Alert Program (E-MAP) Act to require Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CBP) to notify local law enforcement agencies and local government authorities of an impending release of migrants into their jurisdictions. The legislation was introduced days after the Biden administration announced its plans to terminate Title 42, which many officials warn will significantly increase the already record-setting number of migrant encounters on the southern border.

“Currently, there is no requirement for ICE or CBP to alert local police officers or social services agencies of a potential influx of migrants into their communities. When migrants are released without warning, the lack of communication can overwhelm law enforcement agents and public services and create desperate situations for migrants who find themselves in an unknown town with no direction. As we prepare for another surge of migrants on the border, an alert system like the one E-MAP would establish is imperative.  The Biden administration cannot be allowed to continue dropping off migrants in towns across America at all times of the day and night without notice,” Vice Ranking Member Guest said.

Guest Joins Kim in Introduction of Comprehensive Southern Border Strategy Act

Congressman Michael Guest (MS-03) joined Congresswoman Young Kim (CA-39) in the introduction of the Comprehensive Southern Border Strategy Act that would require the Department of Homeland Security (DHS) Secretary to submit a comprehensive southern border strategy to Congress. The legislation introduced by Rep. Kim would require the Department of Homeland Security Secretary  to lay out a plan for the border to Congress and inform them of the state of current border security measures.

“For over a year, the Biden Administration has targeted the legal and physical infrastructure that law enforcement agents rely upon to secure our southwest border and has continued to send mixed messages often interpreted by potential migrants that the border is open to any and all who wish to cross,” said Guest. Despite the chaos caused by the Biden Administration’s actions, the President, Vice President, and Biden-appointed DHS officials have refused to develop any actionable plan to address the border crisis. It’s time to hold them accountable to the American people.”
