The Simpson County Board of Supervisors met Friday, April 15, 2016 for their regular scheduled meeting.

Jamie Freeman and Lane Steele, Citizens and Representing the local Fire Departments, came before the board to discuss issues they have with AMR Service. At times, a long response time is experiences with the ambulance service. The response time is a large concern to the citizens and safety personnel of the county. Freeman and Steele asked the board to look into the reasoning for slower response times and what could be done to correct the issue. After speaking with a representative of AMR, the board assured the citizens the board would look into this matter and report back ASAP.

Donald O’Cain, Sheriff, asked for a 59 cent increase for James Floyd Mac who replaced Jack Purser. Request was granted. DUI Officer, John Killpatrick, was granted a .25 cent increase per hour which is refundable through grant money. Lucas Keith resigned from full time and asked to stay on as part time. Request was granted. Request was given for Kim Riley to attend Dispatch School $395.00. Request to hire Ronald Michael part time attention officer was granted. Sheriff’s department also made known they are now approved and can train their own detention officers, which should save money in the future.

Tommy Joe Harvey, Chancery Clerk, presented a certificate of attendance for Eugene Knight to the 2016 Justice Court Judges Spring Conference April 6-8, 2016 in Choctaw, Mississippi.

Rhuel Dickinson, County Administrator, presented his report.

  1. Adopt an order to approve the Claims Docket of April 15, 2016 in the amount of $1,153,536.83 and the electronic payment claim for VISA in the amount of $2,536.77.
  2. Authorize the March 2016 Completed claims docket to made a part of the minutes and for the Board President to sign.
  3. Approve the finance reports and solid waster reports for the month of March 2016, as presented by the County Administrator.
  4. Adopt the resolution honoring and recognizing Randy L Hays of Braxton, MS for his outstanding and valuable support of the public safety needs of the citizens of Simpson County.
  5. Adopt the resolution honoring and recognizing the public service of Minnie Parker of Mendenhall, MS, upon her retirement for her many years of outstanding service of the public accountability needs of the citizens of Simpson County.
  6. Approve the lowest quotation bid of Net link in the amount of $6,260.00 for the Law Library WIFI Project. The second quotation from Secure Networks , LLC was for $7,000.00
  7. Approve the bid of Gulf City body and Trailer Works, Inc. as lowest and best bid in the amount of $73,165.00 for the Solid Waste Walking Floor Refuse Trailer with lease purchasing financing from Hancock Bank. The lowest price bid of Waters International Trucks did not meet specifications, has less international cubic yard capacity and has less warranty that the best bid.
  8. Consider the bids for the guaranteed by-back offered appears to be that of Tri State Truck Center for a Mack Truck  with Allison Transmission and an Ox body. An extended warranty has also been offered.
  9. Consider the bids for the Single Axle Dump-Truck lease purchase. The best bid, in consideration of guarantee buy-back offered appears to be that of Tri State Truck Center for a Mack Truck with Allison Transmission and an Ox Body. An extended warranty has also been offered.
  10. Consider the county road damage claim to Genesis Oil for damage to Antioch Road  during the oil spill clean up. Two repair quotations were obtained form J & L Enterprises for $12, 937.50 and WE Blain & Sons for $14,300.00
  11. Consider the purchase of used rollers from the Rankin County Board of Supervisors.
  12. Approve payment of the annual Mississippi Circuit Clerks Association dues for Steve Womack in the amount of $1,000.00.
  13. Approve the advertising county resources in the high school 2016 Football Program with full page advertisement. The advertisement for Mendenhall is $115.00.
  14. Consider the Deed Restriction and Environment Covenant Agreement for the former Magnetek facility.
  15. Consider the agreement with Certified Payments for credit and debit card processing for the Tax Collector, Solid Waster and Justice Court.
  16. Approve applicable travel, meals, lodging, registration and mileage expenses for:
    1. Kim Riley to attend the bid Certification training course in Lincoln County April 14-17, 2016 in the amount of $395.00 (Ratify the approval of the County Administrator.)
    2. Constables to attend the Mississippi Constables Association Conference June 6-11, 2016, Olive Branch, MS
  17. Acknowledge and Record in the Board Minutes:
    1. AMR March 2016 Response Compliance Report.
    2. Simpson County Park Commission Financial Statement for the month of February 2016.
    3. Constable Randall Coleman’s Annual Financial report for 2015.

With no further business meeting was adjourned.
