Simpson County Board of Supervisors me Monday, May 16, 2016 for their regular scheduled monthly meeting.

President Randy Moore called meeting to order.

JM Hook, Road Manager gave his report.

a. Easement/ Bettie Smith/Install Culvert for drainage.

Glen Jennings, Emergency Management presented the board with his monthly report.

Sheriff Donald O’Cain approached board with the following request.

a. Permission to buy two 2010 Crown Victoria from Byram surplus.

b. Approve new hire, Ms McGuire, as a part time dispatcher.

c. Accept new drug dog from donations from the citizens of Simpson County.

Tommy Joe Harvey, Chancery Clerk gave the following report.

a. Section 27-33-37 (m) of Mississippi Code of 1972 Authorizes Chancery Clerk to be paid for processing new or changed applications the number of applications is 515 @ $1.00 – 4515.00.

b. Approve Simpson County School Board leases.

Mr. Harvey also brought to the attention of the board with new tax cuts the chemical dependency unit for males at State Hospital was been closed at this time. For now they are still taking females, but males will have to consider other alternatives. This tax cut to the metal health could be costly to the county.  Mr. Harvey just wanted the board to be aware of the tax cut and what it meant to the county.

Rhuel Dickinson, County Administrator gave the following report:

  1. Adopt an order to approve the Claims Docket of May 16, 2015 in the amount of $701,549.99 and the electronic payment for VISA in the amount of $730.83.
  2. Authorize the April 2016 completed claims docket to made a part of the minutes and for the Board President to sign.
  3. Approve the financial reports and solid waste reports from the month of April 2016, as presented by the County Administrator.
  4. Consider how to proceed with the road repair from the county road damage claim to Genesis Oil for damage to Antoich Road during the oil spill clean-up. Genesis Oil has paid $12,937.50 in settlement for this damage. We received two repair quotations were obtained from J & L Enterprises for $12, 937.50 and W E Blain & Sons for $14,300.00. Board approved to accept low bid and proceed with repairs.
  5. Consider the timber appraisal for the 30 acres owned by the Board of Supervisors in Copiah County estimated at $35,333.00. Board agreed to table request to get value of land.
  6. Approve payment of the annual Mississippi Prosecuting Associations Dues for Wesley Broadhead, County Prosecuting Attorney, in the amount of $75.00.
  7. Approve the appointment of a Special Prosecutor, Wendell James, in the case of State of Mississippi vs Charles Savell, Pam Savell, Debbie Jackson and Tom Berry due to the recusal of Wesley Broadhead, County Persecuting Attorney.
  8. Approve the proclamation for the National Association of Neighborhood Watches supporting the 33rd Annual National Nigh Out on July 30, 2016.
  9. Approve applicable travel, meals, lodging, registration and mileage expenses for: Regina Evans, Loretta Sims and Eric Bowen to attend the Central Purchasing System training certification as required by the County Government reorganization Act of 1988 in June, July or August in the amount of $50.00.
  10. County Authorize the claims and immediate issuance of checks for the following:  Augusta Motors for a 2008 Ford Crown Victoria Police vehicle with 40,429 miles in the amount of $10,495.00 including transportation as the lowest and best quotation due to the low mileage and price. The second quotation was from Big Bear for a 2011 Corwn Victoria Police vehicle with 70,000 miles in the amount of $10,695.00 plus shipping (est $400.00 for an est total of $11.095.00.
  11. Acknowledge and record in the board minutes:
    1. Mississippi Association of Supervisors $500.00 Scholarship for 2016 was awarded to Molly Shotts, daughter of Tina Everett.
    2. Amended Circuit Court Order correcting the salary of the Court Administrator.
    3. Amended Circuit Court Order correcting the salary of the Staff Attorney, Ray Therrell.
    4. Audited Financial Report for the Central Mississippi Regional Library System for the fiscal year ended September 30, 2015.
  12. With no further business meeting was adjourned.
