District 1 Supervisor  Mitchell Chatman was elected President the Simpson County Supervisors at the January 2, 2024 Board meeting.  District 2 Supervisor Danny Craft was elected Vice President. 

Three supervisors were present for the meeting:  Mitchell Chatman, Danny Craft, and Wayne Womack.  District 4 Supervisor Donny Welch joined the meeting by Zoom.  Charles Westmorland, District 5, was unable to attend due to sickness.  Interim County Administrator Regina Evans was present along with Chancer Clerk Tim Gray,  Sheriff Paul Mullins, Road Manager Ben Warren and Tax Collector Jamie Reed. Board Attorney Danny Welch attended by Zoom.

The December minutes were approved.

Donna Magee, Election commissioner for District 3, was certified by the Circuit Clerk Whitt Fortenberry on December 28, 2023 for re-election.

Sheriff Paul Mullins presented 3 items from his department for approval:  Summit Food Service invoice for December 2023 in the amount of $20,363.50; recommendation of all of Sheriff Department employees  be rehired; hire Bailee Barlow as a full time non-certified @ $13.75 hourly dispatcher.  The request was approved.

Road Manager Ben Warren explained the problems from the drought are causing dead trees (perhaps 20% of the trees along county road ) which will most likely fall onto the County Roads requiring additional labor for cleaning. 

Emergency Management Director John Kilpatrick had no report at this time.

An Adopt an Order to approve the Claims Docket of January 2, 2024, in the amount of $203,538.10 was approved.

The extension of the Emergency Order for bridge repairs was authorized.

The reappointment of all current county officials and personnel for 2024-2028 term was tabled.

Regina Evans has been appointed Interim County Administrator.

Approval was given to reimburse the County Administrator Petty cash fund in the amount of $98.43

Charlie Welch gave the following updates:

Courthouse:  Blinds to be installed week of January 9, 2024.  Audio/Visual upgrade at Circuit Courtroom to begin January 15, 2024.

Upchurch Update:  Heat exchanger and boiler reports.  Preventive Maintenance agreement approved September 29, 2023.

Approve the payment of Contractor’s Estimate Number 6 & Final payable to Ellis Dozer, LLC. for the ERBR-64(03) Saratoga-Sharon Road Bridge Project for $31,517.06.

Acknowledge and Record in the Board Minutes:

  • Monthly quotes for asphalt and gravel for January 2024 and authorize use of 2nd and 3rd quotations as lowest in instances where there is lack of availability at times from the primary bidder and, if applicable, the secondary bidder. (We must use the lowest vendor next in line when using alternate bids.)
  • Michael Baker International Re-Inspection Final Recommendations for Bridge SA64-159 Hwy 472
  • Michael Baker International Re-Inspection Final Recommendations for Bridge SA64-101 Coats Road
