Jackson, MS—Secretary of State Delbert Hosemann is pleased to announce Raymond Carter has been promoted to serve as Assistant Secretary of State for the Gulf Coast. He has served as a Senior Attorney in the Public Lands division on the Gulf Coast since 2008.
“Ray has been instrumental in protecting our public areas of the Gulf Coast and its islands and maintaining the hundreds of leases of public lands as well as a myriad of other duties representing our Agency,” says Secretary Hosemann. “We are pleased to announce this well-deserved promotion.”
A military veteran, Carter was commissioned a second lieutenant in the Field Artillery branch of the U.S. Army and served four (4) years of active duty. He remained in the U.S. Army Reserves and retired as a major after twenty (20) years of service.
As Assistant Secretary of State for the Gulf Coast, Carter will be involved in the administration of the State’s public trust tidelands in Hancock, Harrison and Jackson counties. This includes overseeing the protection and use of the tidelands, advising Secretary Hosemann on tidelands issues and serving as a liaison with government agencies on tidelands matters. He also manages the Secretary of State’s office in Gulfport.
“I have enjoyed working as a member of Secretary Hosemann’s staff for more than seven years,” says Carter. “I am honored he asked me to serve as the Assistant Secretary of State for the Gulf Coast. I look forward to this opportunity to continue on Secretary Hosemann’s team on the Coast where I have spent most of my life.”
A Louisville native, Carter graduated from Mississippi State University with a Bachelor of Science degree in Business Administration. He received his Juris Doctorate from the University of Mississippi School of Law where he served as cases editor for the Mississippi Law Journal.
He is a long time resident of Biloxi, where he and his wife Theresa were married in 2006. They are members of First United Methodist Church of Biloxi and are actively involved in the Gulf Coast community through participation in several Mardi Gras organizations and as sponsors of the local community theater. They are proud of their three (3) children and two (2) grandsons.
