The Simpson County Board of Supervisors met Monday, February 5, 2024 for their regularly scheduled meeting. All supervisors were in attendance.
The January minutes were approved.
Chancery Clerk Tim Gray acknowledge boards and commissions for the new year. Patrice Boykin, Kenny Lewis, Mallory Yelverton, and Fontaine McNair were appointed/reappointed to the Economic Development District. Chris Dunn was reappointed to the Co-Lin Board. Danny Craft and Mitchell Chatman will again serve on the County Workforce Committee.
Wayne Womack and Pat Brown were appointed to the Central Mississippi Planning and Development District.
Popular Spring Water District: Howard Fewell, Eric Grantham, and Larry Jones
County Park Commission: Monroe Allen, RD Nelson, Pat Brown, and Douglas Eichwurtzle (1 additional person will be named)
South Central Regional Solid Waste Authority: Dale Berry, Tim Bray, Todd Booth, Arthur Walker, Red Lewis, Billy Smith, and Tim Gray
The Election Commissioners, Donna Magee, Diane McPhail, Calvin Edwards, Eugene Blair, and Wanda Bridges, were acknowledged and recored in the minutes for completion of certification and training.
County Engineer Greg Bonds reported bids have been received for Peacock Road. Work will begin on Old River Road guardrail.
Josh Wiggington with Upchurch reported maintenance of the 12 county buildings. Four maintenance checks are done each year. If additional problems should develop, Upchurch is on call for repairs. Board member Donny Welch asked Josh to give a written report on what is actually covered on the maintenance contracts.
Ben Warren, road manager, reported several vehicles are in bad shape. Ben is looking at Chevrolet 3/4 ton, 4 wheel drive with approximately 100,000 miles. Warren has located 3 trucks for $25,000 each. The board approved the purchase.
Chris Richardson of Horne CPA discussed with the Board what his firm does in securing grants for the county. “We must act on securing these grants,” stated Richardson.
Tax Assessor-Collector Jamie Brewer presented the Board with January surrender tag list. She also reminded everyone this is the time for Homestead Exemptions to be filed.
Sheriff Paul Mullins requested for Bailee Barlow dispatch to attend a 40 hour basic certification course in Covington County February 12-16 at no charge and salary reimbursed by the state. The Sheriff had 4 hiring request: Annaleigh Ragsdale dispatch new hire full time non certified at $13.75 per hour; Bruce Rosse jail new hire part time certified at $13.75 per hour; Kenneth Russell jail new hire full time non certified at $13.75 per hour; and Jesse James jail new hire full time certified at $14.40 per hour. The Summit Food Service invoices for the month of January 2024 were in the amount of $30,419.00. All request passed.
Interim County Administrator Regina Evans presented the following request:
Adopt an order to approve the Claims Docket of February 5, 2024 in the amount of $235,270.06.
Authorize the continued extension of the Emergency Order for bridge repairs.
Approve the On-Site Service & Support Renewal Contract and Annual Cloud Backup in the amount of $1,200 to Business Information Systems, Inc. for the Digital Recording United located in the Circuit and Chancery Courtroom. One half of he invoice will be paid from Circuit Court funds and one half will be paid from Chancery Court funds.
Ratify the purchase of 600 tons of #67 limestone from Warren Paving, Inc. to be delivered to Boykin Road Magee, MS. The lowest quote was $36.80 per ton.
Approve applicable travel, meals, lodging, registration, and mileage expenses for:
Solid Wast Manager Ted Warren to attend the 2024 MS Solid Waste Association of North American Conference to be held March 26-28 in Biloxi. Registration is $450 plus three nights hotel stay.
Supervisor Mitchel Chatman to attend the 2024 MAS-MC annual education conference to be held April 9-12, 2024 in Hattiesburg. Registration is $200
Sheletta Buckley, Executive Director of the South Central Community Action Agency, reported on activities the agency is involved. 4,179 community members were transported for various needs in the county. 9,135 meals were provided in the county. 1,009 needy clients received utility assistance. 1,862 elderly received transportation. The goal of the Center is to make as many recipients as possible self sufficient. Sheletta has requested to meet with each supervisor.
