Simpson County Board of Supervisors met on Tuesday, July 5, 2016 @ 9:00 am.

President Randy Moore called meeting to order.

June Minutes were approved.

Buddy Woolverton, County Engineer gave his report:

  1. LSBP-64(20) – Matt Lee Road (Bridge) is 50% complete and 50% Elapsed time. Contractor has driven piling, poured caps, set beams and pouring deck.
  2. STP/BR-0064(22)B – Cox Road – P.S.& E. Assembly mailed to State Aid on July 28, 2015. – Awaiting funds.
  3. SAP-64(17)S – Roads “A” – “F” (Resurfacing) Zion Hill Road; Cooper Road, Siloam road, Airport Road; Goodwater Road; Hopewell Road and Jupiter Road. – Issue notice to proceed – July 18, 2016.
  4. SAP-64(63) – Heed Neely Road (Bridge) – P.S.& E. inspection held on June 13, 2016. Office review plans were mailed to Sate Aid on June 16, 2016.

Ben Warren, Road Manager gave his report.

  1. Road Managers monthly report.
  2. Easement/ Mary Ann Bowen/ Ditch work.
  3. Easement/Harvey Blakeney/Cut Tree and slope ditch for drainage purposes.
  4. Easement/John Perkins/Cut bushes for better road view.

Don O’Cain, Sheriff gave his report.

  1. Permission for 2 officers to attend crises call class and stress management class. $150.00 each

Charles Baldwin, Tax Assessor-Collector

  1. Presented the recall and personal property role.
  2. Tax Payerrs not rendering personal property within year report. – these will also receive a 10% penalty.

Tommy Joe Harvey, Chancery Clerk gave his report:

  1. Simpson County School Board Leases.
  2. Application for authority to expend the one (!) Mill according to section 27-39-329(b) Mississippi code of 1972 as amended

Rhuel Dickinson, County Administrator gave his monthly report:

  1. Representatives from D’Lo and Braxton present to ask for money in new budget for health zone awareness of $5,000 each.
  2. Donnie Caughman, Executive Director of the Simpson County Development Foundation spoke on behalf of Simpson County.
  3. Jamie Rauch and Adam Morgan of Chempro Services spoke about spraying side of roads vs mowing.
  4. Ratify the burial of a dead horse at 1043 Hwy 43 North, Mendenhall, MS as requested by Jessica McCrory and recommended by Veterinarian, Lisa Ainsworth.
  5. Consider the request of Nita Turner, owner of the old Garner Gravel Pit, to dress up and close the pit as agreed with the board in the past.
  6. Consider the disposition of the Case 590 SN Cab and Air Extendahoe Backhoes purchased in May to 2012. Balloon payment de $58.050.oo each cue 8/15/2016. Advertise for new units and exercise the guaranteed buy back or sell them or re-finance them?
  7. Approval of the resolution of the Simpson County Board of Supervisors honoring Broadhead Building Supplies, Inc. for its practice of hiring youth employees in Simpson county.
  8. Approval of the resolution of the Simpson county Board of Supervisors honoring and recognizing the public service of Gloria Westmoreland upon her retirement.
  9. Approve the lease purchase agreement to refinance the Caterpillar 416E Backhoe for the Solid Waster Department.
  10. Consider the appointment of a representative of the Board of Supervisors to the Simpson county Development Board of Directors.
  11. Approve membership dues renewal for Eric Bowen, inventory Clerk, and new membership for Regina Evans, Purchase Clerk, in the Mississippi Association of Governmental Purchasing and Property Agents (MAGPPA) for $35.00 each.
  12. Approve advertising County Resources in the Simpson Academy Football program for 2016 with a full page ad at the cost of $120.00.
  13. Approve applicable travel, registration, lodging, meals for:
    1. Randall Coleman to attend the Constables Association meeting in Gulfport July 28-29, 2016.
    2. Regina Evans, Purchase Clerk, and Eric Bowen, Inventory Clerk, to attend the 2016 Annual MAGPPA Conference in Natchez, MS on October 23-26, 2016.
  14. Authorize the claims and immediate issuance of checks for the following:
    1. Dunaway Construction & HVAC, LLC in the amount of $3,700.00 for the replacement of the Air conditioner at the Harrisville Library.
    2. Simpson Academy for an advertisement in the 2016 Simpson Academy Football program in the amount of $120.00
  15. Acknowledge and record in the board minutes:
    1. Notice of Mississippi Department of Health NEW $500.00 annual fee for jail inspections of the Simpson county Jail.
    2. Notice of transition of the Division of Family and Children Services becoming a stand-alone agency separating from the Department of Human Services and the possible need for additional office space.
    3. Notice from MDEQ regarding wastewater disposal for the Pantry Inc., dba Big K Draft permit public notice for treated car washing discharge into Goodwater Creek.
    4. Simpson County, Mississippi continuing Disclosure Settlement for 2016 prepared by the Butler Snow Law Firm.
    5. Financial Statements of the Simpson County Park Commissions for May 2016.
    6. D’LO Water Park Daily Recap report for May 2016.
