Simpson County Board of Supervisors met May2, 2016.

Meeting was called to order by President, Randy Moore.

Buddy Wolverton, County Engineer gave his report:

Annual Maintenance Inspection is May 25 & 26, 2016

            LSBP-64(20) – Matt Lee Road (Bridge)

2% complete, 2% lapse time, Contractor has installed construction signs and

is clearing the grubbing project site.

STP/BR-0064(22) B – Cox Road – P>S>&E. Assembly mailed to State Aide

On July 28, 2015 awaiting funding

SAP-64(17) – Roads “A”- :F: (Resurfing) Zion Hill Road, Cooper Road, Siloam Road, Airport Road, Goodwater Road, Hopewell Road and Jupiter Road, Advertising open bids Monday June 6, 2016 at 10:00 am

SAP-64(63) – Heed –Neely Road (Bridge) – Finished filed surveys working on P S & E Plans, Geo-technical boring is complete. Soluble sulfates tests has been performed

J M Hooker, Road Manager gave his report: all approved

E J McCabe and Neil Willey – defensive driving school

2 officers to attend the driving course in Morehead.

Kim Riley has completed dispatcher certification and pay needs to reflect

that.

Apply for JAG Grant – New application

Charles Baldwin, Tax Assessor-Collector request approval for hiring BJ Tucker as Field Appraiser.

Tommy Joe Harvey, Chancery Clerk:

1.Certificate of resolution to reappoint john hardy to region VI housing

authority.

  1. Certificate of training for election commissioners district 1,2,3,4,& 5. Elections training seminar Feb & April 2016.
  2. Certificate of attendance Ted Blakeney Justice Court Judge springs conference April 6-8, 2016.
  3. Mississippi Commission on Judicial Performance Judge David Shoemake
  4. Mississippi Department of Revenue- Disallowance of homestead exemptions.

Rhuel Dickinson, County Administrator gave his report:

  1. Report of meeting with AMR on Monday, April 25, 2016. AMR agreed to review the call volume to determine if they can add additional ambulance vehicle hours for Simpson County, In addition AMR agreed to provide detailed call/run data for evaluation of the response times. In addition to representatives of ARM, Board President, Randy Moore County Administrator Rhuel Dickinson, Emergency Manager Glenn Jennings, Sheriff Donald O’Cain, Deputy Richard Harper, and County Fire Association President Lane Steel Attended the meeting.
  2. Consider the auction of surplus road department equipment – Kobelco Excavator.
  3. Approve the MDEQ grant agreement for the 2016 Local Government Solid Waste Assistance Program Unauthorized Dumpsite Clean-Up Program in the amount of $16,352.00
  4. Consider the purchase of a new road-side rotary cutter from Mississippi Ag at Sate Contract Pricing of $14,650.00 for a Rhino 4105 Offset 10FT Cutter instead of $13,994.25 for a John Deer CX15 10 Ft Cutter due to the 60 day waiting time on the John Deer. The Rhino will be available in two weeks.
  5. Approve the location agreement with Base Film Productions, LLC for use of the 3rd floor of the Chancery Building (old Jail) for a film project for $500.00. The company will pay any applicable overtime for security and access to the building form the Sheriff’s Department.
  6. Approve advertising county resources in the Mississippi Miss hospitality Official Program Book for both Mendenhall and Magee Miss Hospitality with a one half page advertisement each at $175.00 each.
  7. Approve the Lease Purchase agreement with Hancock Bank for the 2 new John Deere Tractors.
  8. Approve the Lease Purchase agreement with Hancock Bank for the 1 new Walking Floor Refuse Trailer.
  9. Approve the Lease Purchase Agreement with Hancock Bank for the 2 new Single Axle Mack Dump Truck.
  10. Approve the Lease Agreement with Hancock Bank for the 1 new Tandem Axle Mack Dump Truck
  11. Approve applicable travel, registration, lodging to Morehead, MS, to attend a driving course.
  12. Authorize the claims and immediate issuance of checks for the following:
    1. Rankin County Board of Supervisors $4,500.00 for three (#) 2005 Leeboy 300 Steel Wheel Rollers (2 functional and 1 non-functional for parts in accordance with Section 31-7-13(M)(VI).
    2. Entergy for Courthouse and County Agency utility bills for March, 2016 that were omitted from the Claims Docket.
    3. Lease Purchase payment to Bancorpsouth Equipment Finance for the first lease payment of $1,447.15 due on May12, 2016, for the refinanced Caterpillar Wheel Loader.
    4. Burial of pauper, Ronald Phillips April 12, 2016, at the County Potter’s field at the Pinola Barn Road Maintenance Facility as recommended by Coroner Terry Tutor.
    5. Acknowledge and Record in the board Minutes:
    6. Simpson County Park Commission Financial Report for March 2016.
  1. D’lo Water Park Daily Recap report for March 2016.
  2. State Aide budget Reductions as of April 2016.
  3. Constable Dan Easter ling Annual Financial Report for 2015.

No further business meeting was recessed until May, 16, 2016 next scheduled meeting.
