WASHINGTON, D.C. – U.S. Senator Cindy Hyde-Smith (R-Miss.) on Friday witnessed President Trump sign congressional resolutions of disapproval to repeal Biden administration rules that have cast a shadow over American oil and gas production.
The President on Friday signed S.J.Res.11, a Congressional Review Act (CRA) resolution of disapproval introduced by U.S. Senator John Kennedy (R-La.) with Hyde-Smith to strike down a Bureau of Ocean Energy Management (BOEM) rule that restricts oil and gas production on the Outer Continental Shelf (OCS). U.S. Representative Mike Ezell (R-Miss.) sponsored the House companion resolution.
“President Trump promised to restore America’s energy might and by signing these resolutions of disapproval he helps Congress reset policy in a way that encourages offshore oil and gas production. This action also has greater staying power, as any future administration would find it more difficult to reinstate the misguided regulations imposed during the Biden years,” Hyde-Smith said. “I commend President Trump for signing this important congressional resolution of disapproval, and really appreciate the opportunity to be part of the signing ceremony.”
“Burdensome regulations hurt oil and gas producers’ ability to provide affordable energy and jobs to Americans. I’m thankful to President Trump for taking handcuffs off energy producers by signing my resolution into law,” said Kennedy.
“This is a great day for American energy independence and for the hardworking men and women who power our nation,” Ezell said. “The Biden administration’s misguided rule was a disaster for our energy producers, driving up costs for families and making us more reliant on foreign adversaries. By overturning this rule, we are unleashing American energy and ensuring a stronger, more secure future. Mississippi’s energy workers and consumers deserve policies that support economic growth and energy security—not unnecessary government overreach. I thank President Trump for his strong leadership in signing this today, and reaffirming our commitment to affordable and reliable American energy.”
S.J.Res.11 halts the September 2024 BOEM rule that banned production by all new oil and gas leaseholders on the OCS until they submit extensive archeological reports on archaeological and cultural resources that just might be located in any area targeted for energy development.
President Trump on Friday also signed H.J.Res.35/S.J.Res.12, which repealed the section of the 2022 Inflation Reduction Act (IRA) that imposed a new methane emissions fee, also known as the Biden Natural Gas Tax, on offshore and onshore petroleum and natural gas production, onshore natural gas processing and transmission compression, liquefied natural gas (LNG) storage, and LNG import and export equipment. Hyde-Smith, who serves on the Senate Energy and Natural Resources Committee, was also an original cosponsor of this CRA resolution of disapproval.
The signing of these resolutions is the first of many that Hyde-Smith hopes Congress will send to President Trump to overturn burdensome Biden-era regulations imposed by the overall federal bureaucracy.
The CRA allows Congress to overturn certain federal agency regulations and actions through a joint resolution of disapproval. If both houses of Congress approve such a joint resolution and the President signs it, or if Congress successfully overrides a presidential veto, the regulation at issue becomes invalid.
