Simpson County Board of Supervisors in a 4-1 vote approved to adopt the 2nd Amendment resolution presented by Wayne Womack during their regular scheduled meeting Monday, March 2, 2020. Supervisor Mitchell Chatman District 1 voted against the resolution. Attached is a copy of the amendment.
RESOLUTION OF THE SIMPSON COUNTY, MISSISSIPPI
BOARD OF SUPERVISORS EXPRESSING SUPPORT
FOR THE SECOND AMENDMENT TO THE UNITED STATES CONSTITUTION
AND ARTICLE III, SECTION 12 OF THE MISSISSIPPI CONSTITUTION
WHEREAS the Second Amendment to the United States Constitution expressly states the following:
“A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.”
WHEREAS Article III, Section 12 of the Constitution of the State of Mississippi expressly states the following:
“The right of every citizen to keep and bear arms in defense of his home, person, or property, or in aid of the civil power when thereto legally summoned, shall not be called in question, but the legislature may regulate or forbid carrying concealed weapons.”
WHEREAS the Simpson County Board of Supervisors hereby expresses its strong opposition to any legislative act that purports to restrict the rights of the citizens of Simpson County to keep and bear arms; and
WHEREAS the Simpson County Board of Supervisors hereby expresses its intent to vigorously oppose, subject to the limitations imposed by the United States Constitution and the Constitution of the State of Mississippi, any legislative action that unconstitutionally restricts the right of Simpson County citizens to keep and bear arms. Among the potential actions contemplated by the Simpson County Board of Supervisors that could be taken in opposition to such legislative action are: (1) the filing of litigation challenging the constitutionality of such legislative action, (2) the petitioning of the various courts of law to redress grievances against the offending political subdivision, and (3) the potential use of this Board’s inherent powers of discretionary appropriation of public funds where necessary to address any unconstitutional over-reach that infringes on constitutionally protected rights to keep and bear arms.
NOW, THEREFORE, IT IS RESOLVED that the Simpson County Board of Supervisors fully supports and defends the right of the citizens of Simpson County, Mississippi, to keep and bear arms as set forth in the Second Amendment of the United States Constitution and Article III, Section 12 of the Constitution of the State of Mississippi, and will consider constitutionally appropriate measures to oppose the passage of legislation that infringes on these protected rights; and
IT IS FURTHER RESOLVED that the Simpson County Board of Supervisors urges the Mississippi Legislature to avoid passage of any legislation that serves to restrict the rights of the citizens of Simpson County, Mississippi, to keep and bear arms.

The meeting was a packed house with several citizens present.
Lois Carter and other concerned citizens spoked before the board about the disappoint they shared for the board approving the 2nd amendment resolution. Mr. Carter was quoted as saying “It is a sad day in Simpson County.”
County Engineer Buddy Wolverton gave an updated report on the process of the state aid and LSBP Projects. A report is attached below.
Sheriff Paul Mullins asked the board for approval
- Board approved to move Schynies Williams from part-time certified to full-time certified jail.
- Board approved to hire Howard Dalton McGovern as a parti-time non-certified.
- Board approved to hire LaKeisha Michelle Robinson a part-time non-certified jail.
- Board approved to pay Joe Andrews USPCA 2020 membership dues in the amount of $30.00 for Canine.
- The board approved for Angie Walker and Crystal Scarborough dispatchers to attend MS APCO Conference in Biloxi, MS on April 19-22 at a cost of $495.00 each plus travel and hotel expenses. 100% is reimbursable.
- The board approved notary request for Roger Collier at the jail for a cost of $158.00.
Sheriff Mullins reminded everyone of the auction at the sheriff’s office to be held Saturday, March 7, 2020 starting at 10:00 a.m.
Road Manager Ben Warren asked the board for approval for 3 MDOT easements for Truitt Grubbs, Steven Grantham and Camper Andrettie.
The board approved to bury a dead horse for William Childress.
Warren asked the public to please be patience with the roads. Record breaking rainfall has impacted the county and surrounding area and repairs have fallen behind. The excessive rain has caused more damage and as soon as weather is permitting repairs will begin.
Chancery Clerk Tommy Joe Harvey recognized County Administrator Rhuel Dickinson for being named Local Program Board of Director for the MS Crime Stoppers.
County Administrator Rhuel Dickinson presented to the following authorizations:
- Consider the certification of Supervisors’ jail inspections.
- Consider the certification of Supervisors’ road inspections.
- Approved the solid waste assistance grant agreement for $21, 509 for 2020/2021 for the unauthorized dumpsite cleanup program.
- Approve the buyback of the three Mack dump trucks for $39,00 each which is $46,000 less the $1,000 per month, June through December , emergency rental for 7 months due to the late delivery of the new Western Star Trucks.
- Consider the appointment of Mitchell Chatman to serve on the Underwriting Committee of the MASIT select steering committee.
- Approve school bus turnarounds presented by the Simpson County School Board.
- Approve the renewal of the AVG Cloud Care Anti-Virus 12-month subscription for 80 licenses for a total of $2,240.00.
- Approve the lowest bid of $14,591.84 of Coburn for two 8 foot by 40 foot aluminized 5 x 1 culverts and lifting lugs.
- The following travel was approved for County Administrator to attend the Office of the State Auditor Continuing Education Program for Government Auditing on April 21 and 22, 2020 in Pearl, MS for $200.00 registration.
