The Simpson County Board of Supervisors met for a regularly scheduled meeting on Wednesday, November 15, 2023.
The first order of business was board approval to pay Mississippi Chancery Clerk’s Association dues for Chancery Clerk Tim Gray in the amount of $1,000.
Road Manager Ben Warren explained to the board that bridge repair had begun on Coats Road, but the contractor had found rot behind two cross pieces, resulting in the need to remove the cross braces and repair and replace two pilings, rather than just one as had been planned, resulting in additional cost for the project. The new cost for the project is $9800, which the board approved.
Warren also informed the board that he is waiting on a second quote for putting a third axle on two trucks before taking them to Montgomery for the J.M. Wood Sale, expecting to receive it before the end of the meeting. The board chose to vote later in the meeting after the bid was received.
“This dry weather has allowed us to get a lot of work done,” Warren said, “but there is still plenty more to do.”
The board approved the purchase of 14 batteries for the county’s emergency management department for AEDs.
The board adopted an order to approve the claims docket of November 15, 2023, in the amount of $908,248.41 and the electronic payment claims for Visa for the Board of Supervisors in the amount of $2,959.38 and for the sheriff in the amount of $979.92.
The board accepted John Kilpatrick’s emergency management report.
In addition, the board voted to extend the county’s burn ban until December 1, 2023. The burn ban is for “open fires that produce embers.”
The board authorized the October Completed Claims Docket to be made a part of the minutes and for the president to sign.
The Financial Reports, Solid Waste Report, and Monthly Credit Card Report for October were approved as presented by County Administrator Rhuel Dickinson.
The board voted to renew the state of emergency for bridge repairs.
The board approved the purchase of a washer for the Trustee Hall, going with the lower bid of $12,666.
In addition, the board voted to adopt a $25 recovery fee for dogs pick up and held under the Animal Control Ordinance.

- A recessed meeting will be held on Monday, November 20, 2023, at 9:00 a.m. to discuss Solid Waste Fees and related Solid Waste Department issues, allowing the board time to advertise for three weeks prior to a vote to increase garbage fees as required by Section 19-5-21 of the Mississippi Code of 1972, Ann.

- the updated MDOT Title VI Non-Discrimination Agreement and Annual Report for 2022-2023

- FY2022 Audit Letter regarding Management’s Discussion and Analysis (MD&A)
- FY2022 Audit Letter regarding the choice not to have a formal exit conference
- Letter certifying expenditure of Federal awards for FY2020 and FY2021 for the FY2022 audit
- Letter requesting a letter of representation from the Board Attorney for the FY2022 audit
- Applicable travel, meals, lodging, registration and mileage expenses for Ben Warren and Randy Moore to attend the JM Wood Auction to be held December 5-6, 2023.

- Notice of Bridge Closure for Coats Road Bridge #101 due to a piling section loss
- Notice of FY2024 Bridge Posting Requirements based on the recent MDOT inspection
