The November 20, 2023 meeting was called to order by President Donny Welch.
Retiring Supervisors Randy Moore and Brian Kennedy were presented with a plaque and commendation for their years of service for Simpson County.
Randy has served 4 terms (16 Years) as Supervisor for District 5 with Brian serving 3 terms (12 years) for District 3. The retirement resolution was approved by the Board.
County Administrator Rhuel Dickerson asked to approve the interfund loan of $500,000 from the General Fund to the Road Fun to cover the shortfall in cash until tax revenues for the new year are received. Supervisor Mitchel Chapman questioned the sound business practices of borrowing from “peter to pay paul.” Administrator Dickerson explained this is a common practice during “lean” times, which usually occurs during the fall and winter months. President Welch explained the money would be paid back to the fund and there is no real loss of the money. (Check the video). After much discussion, the loan was approved.
Approval was given for the interfund loan of $100,000 from the General Fund to the Garbage Fund to cover the shortfall in cash until fees are increased for the support of the Solid Waste system.
Approval for the lowest quotation for blinds for the courthouse from Blind Xperts & Interiors, Inc. for $33,200 plus additional blinds if needed was passed.
The Board approved the emergency purchase of a new fire control panel to repair the system at the Simpson County Jail from Johnson Controls for $7,556.92.
The Board authorized the claims and immediate issuance of checks for the following:
- One Kenworth Red Tri-Axle T880 Dump Truck from the purchase order issued February 7, 2023, for $205,000 and authorize the solicitation of lease purchases financing quotations.
- Omnigo Software for the Sheriff’s Office for $21,993.15 that was previously approved on October 6, 2023.
A discussion was held concerning the need for higher fees for the Solid Waste System. Supervisor Danny Craft acknowledge the need for collection on past due bills. With the increase in services, we must adjust our charge explained Dickerson. All the supervisors agreed that at this point an adjustment is necessary but unsure how much. The Supervisors hope to make a decision which will reflect in the January bills. The Supervisors are required to advertise for 3 weeks about proposed rate increase before they can vote to increase rates.

A retirement party honoring Judge Ted Blakeney is scheduled for December 28, 2023 at Berry’s Seafood in Magee beginning at 6:00 PM.
The swearing in of officials for New Term of Office is Thursday, December 28, 2023 at 10:00 AM at the Courtroom in the Simpson County Historic Courthouse.
