The June 1, 2026, meeting of the Simpson County Board of Supervisors began with an invocation and the Pledge of Allegiance led by Board President Wayne Womack.
Board Attorney Danny Welch opened bids for surplus county items. Supervisors voted to delay awarding the bids until a comparison of the submissions could be completed.
One of the highlights of the meeting was the recognition of Sheriff’s Deputy Kelvin Jenkins for 17 years of dedicated service to the Simpson County Sheriff’s Office and its citizens. A resolution honoring Jenkins was read by Board President Wayne Womack, and board members presented him with a plaque in appreciation of his years of service.

Public Defender Wesley Broadhead appeared before the board to express his appreciation for the opportunity to serve Simpson County. Broadhead thanked supervisors for their support and invited questions regarding his service. No questions were presented by board members.
Chancery Clerk Tim Gray announced proof of publication for a notice to contractors concerning a road improvement project in Simpson County. Sealed bids will be received and opened on June 9, 2026, at 9:30 a.m. by the Board of Supervisors at the Chancery Court Building. The project involves the construction of approximately 8.057 miles of roadway improvements on Athens Road as part of State Aid Project No. SAP-64(22)S in Simpson County.
Emma Peacock of Burroughs Diesel, Inc. appeared before the board to provide an update on heavy trucks and the services the company offers.
Circuit Clerk Whitt Fortenberry requested permission from the board to dispose of outdated tablets that are no longer operational. Supervisors approved the request. Fortenberry explained that two additional scanners are needed for voting operations. One scanner was damaged when coffee was spilled on the device, and increasing workloads have created the need for an additional backup scanner. The board approved the purchase to ensure election operations continue efficiently. The cost is $15,740.00.
Road Manager Jeremy Bolton presented his monthly report to the Simpson County Board of Supervisors during the June 1 meeting, outlining personnel updates, road maintenance activities, and upcoming projects.
Bolton reported the hiring of Davon Thurman as a full-time certified CDL employee at a rate of $15.95 per hour. He also announced the hiring of Robert Anthony as a part-time non-CDL employee at $14.45 per hour and Timmel Sims as a part-time non-CDL employee at the same rate.
Supervisors approved the promotion and pay increase of Justin Curtis from non-CDL to CDL status, increasing his hourly wage to $16.45.
Bolton informed the board that repairs to the bridge on Oak Grove Road would continue due to weather-related delays. He also reported that the county’s summer spray program is expected to begin as soon as weather conditions improve.
In addition, Bolton advised supervisors that the county’s asphalt contractor is scheduled to begin work on July 6.
In the absence of Sheriff Paul Mullins, Deputy Greg Rynders presented the Sheriff’s Department report. The board approved several department-related claims, including a Summit Food Service invoice totaling $21,547.54 for May 2026.
The board also approved the hiring of Bailey Allen as a full-time non-certified dispatcher at a rate of $14.75 per hour and Mary Brewer as a part-time certified dispatcher at the same hourly rate.
The board then moved forward with regular county business, including approval of a claims docket totaling $320,752.65, extension of the emergency bridge repair order, and several administrative matters.

Supervisors also ratified, confirmed, and approved a special payroll issued on May 18, 2026, following review of supporting documentation and findings.
The board declared county asset No. 4163 as surplus property and approved its transfer to retiring officer Kelvin Jenkins for $1, as authorized under Mississippi law.
Supervisors acknowledged and recorded monthly asphalt and gravel quotations for June 2026 and authorized the use of secondary and tertiary vendors when necessary due to material availability issues from the primary bidder.
The Simpson County Park Commission Financial Report for April 2026 was received and entered into the record. The board also acknowledged sealed bid openings for items approved at the May 4 meeting and approved signatures and documentation needed to address a Governmental Accounting Standards Board (GASB) compliance finding for Fiscal Year 2025.
Emergency Services John Kilpatrick explained to the Board of Supervisors the difficulty in getting volunteer firemen. “I feel the possibility of adding full time firemen to Simpson County is something we need to explore,” stated Kilpatrick.
Before adjourning, supervisors reviewed upcoming board meeting dates and noted several upcoming events, including the Mississippi Constables Convention and the Mississippi Association of Supervisors Annual Convention in Biloxi. The meeting was adjourned into an Executive Session.
County offices will observe the Independence Day holiday on Friday, July 3, 2026.
