Board of Supervisors met Monday, June 6, 2016 at 9:00 am.

Minutes for May were approved

Buddy Woolverton, County Engineer gave his report and it was approved.

J M Hooker, Road Manager gave the monthly mangers report and it was approved.

Richard Harper, Sheriff Department, spoke on behalf of Donald O’Cain, Sheriff

  1. Approved 2 part time dispatchers: JW Stanford, and Jonathan Blackwell
  2. Approve Victoria Dupree as a Part time dispatcher
  3. Accept 2 donated 2004 and 2005 Crown Victoria’s and added to inventory.
  4. Accept 2 weed eaters that have been in holding from 2012 found on cox road, to be donated to Simpson County.

Charles Baldwin, Tax Collector – submitted for approval surrender tag list for the month.

 

Tommy Joe Harvey, Chancery Clerk

  1. Notice of advertisement for the position of Road Manager.
  2. Completed annual maintenance inspection report for 2016.
  3. Application for Howard Industries Inc. for exemption from AD Valorem taxes for a period of 10 years as authorized by section 27-31-7 & Section 27-31-101 Est Seq., $ Section 57-10-439 (2) of the Mississippi code of 1973 as amended. This was tabled until next meeting.
  4. Rural Fire Protection Agreements and applications for round 11 fire truck acquisition assistance program. Amend February 1, 2016 minutes for Randall Coleman for county to pay employer’s share of retirement on constable’s fee income from 2016 until the end of the term Jan 2016.

Rhuel Dickinson, County Administrator

  1. during the May 2, 2015, meeting the board authorized the purchase of a new road-side rotary cutter from Mississippi Ag at Sate Contract Pricing of $14,650.00 for a Rhino 4105 Offset 10 Foot Cutter instead of $13,994.25 for a John Deere CX15 10 foot Cutter due to the 60 day waiting time on the John Deere as an alternate if the John Deere was not to be available by the end of May. Mississippi Ag was able to obtain the John Deere Cutter and delivered it on May 19, 2016 to complete this purchase. If was not necessary to switch the purchase to the more expensive Rhino.
  2. Approve the salary increases as allowed by State Law for the Chancery and Circuit Court Reporters for Simpson County; this order is to reflect the inclusion of the raises for the 2016, 2017 and 2018 years. Note: The raises for the fiscal year 2016 were included in the 2016 fiscal year budget; however we only received orders for the raises from the Chancery Judges beginning for the 2016 fiscal year. New orders have now been received for the Circuit Court Reporters.
  3. Approve reimbursement of the hotel charges of $222.36 to Supervisor Curtis Skiffer that were erroneously charged to his personal credit card instead of the County Credit Card when he attended the Mississippi Association of Supervisors Minority Caucus educational conference April 19 – 21, 2016 and to approve the claim and immediate issuance of a check.
  4. Consider allowing CVT Health Screening to offer cardiovascular screening for county employees if it is covered by the wellness benefit to cover county employees and covered family members.
  5. Approve the agreement with Ronald Reid Welch, P.A, for the inspection of the Simpson County Joint State County Work Center for the continued housing of State Prisoners for the period of July 1, 2016, through June 30, 2017, at the cost of $3,000.00
  6. Authorize the claims and immediate issuance for the following:
    1. Refund of overpaid Solid Waste Account for Account #3429 Evon and Gladys B Ingram for $25.00 to close account.
    2. Refund of overpaid Solid Waste Account for Account #66067 James S and Linda B Roberts for $10.00 for a vacated residence. A new person now resides at this address.
  7. Acknowledge and record in the Board Minutes:
    1. Circuit Court orders to increase the salaries of the court reporters for Circuit Court as allowed by State Law for Kim Ulmer and Rosie Scott to $58,00.00 plus benefits each Effective October 1, 2016.
    2. Notice of reconstruction of South Mississippi Electric Power Association facilities in Simpson and Jefferson Davis Counties.
    3. Chancery Court Order increasing the salary and changing the contributing share of each county in the district for Keleigh Sullivan, Youth Court Guardian Ad Litem to $38,400.00 per year. Simpson county shares are 32% or approximately $12,300.00.
    4. Simpson County Park Commission financial Report for April 2016.
    5. AMR April 2016 Response Compliance Report.
    6. Pearl River Basin Development District Funding Request for Simpson County fiscal year 2017 in the amount of $53,359.00
    7. Central Mississippi Planning and Development District request for Simpson County fiscal year 2017 in the amount of $14,151.00.
    8. Notice that audited financial statements of the Pearl River Basin Development District for the fiscal year ended June 30, 2015, are on file in the County Administrator Office.
  8. Bids and Proof of Publication @10:00 am for Project #SAP-64 (17) S “A” – “F” Simpson County, MS.

Bids were opened at 10 am. Two bids were received from T L Wallace Construction, Inc, 4025 Hwy 35N, Columbia, MS. The bid was for $1,248,088.54.

Second bid was from Vance Brothers, Inc., 5201 Brighton, Kansas city, MO. Bid was opened and Bond was incorrect so bid was not accepted or considered.

Meeting was recessed for an executive session beginning at 1:00 pm for Road Manger interviews.
