The Simpson County Board of Supervisors met Wednesday, April 14, 2021 for their regular scheduled meeting.

Rev.  Darnell Moffett with Southern Pine Electric opened the meeting in prayer.

G. D. Howell with Trax Plus met before the board to introduce himself as the new sales representative for the district. Mr. Howell advised the equipment Trax carries is beneficial to governmental agencies.

Election Commissioner’s training and certification certificates for all election commissioners were presented to the board from the training seminar they attended March 30th – April 2, 2021.

Crews & Associates Underwriters met before the board to discuss the issuances of General Obligation Bonds Series 2021. The county has bonds that are maturing. Issuing new bonds to improve roads would not cost the county any additional money by replacing one bond with another.

Concerned citizen Rhonda Spears  met before the board for a solid waste hearing. Ms. Spears acquired property through an online auction. The property had an outstanding lien of $184. Ms Spears did not think she would be required to pay the charges. According to Attorney Danny Welch, State law binds the county hands on this type issue. The board was unable to take any action;  therefore,  Ms. Spears is responsible for the charges.

Sheriff Paul Mullins requested dispatchers  Miranda Langston and Joshua Lefleur  to attend IAED 40 hour Basic Communications Course May 17-21 at the E911 building in Mendenhall. The cost is $395 each for a total cost of $790.00. Adrian Durr was granted permission to attend the upcoming Harrison County Law Enforcement Training Academy at Gulfport. The cost of the academy is $3600.

Emergency Coordinator John Killpatrick advised any family who has had a death in their family  due to COVID-19 may be eligible for Covid -19 Funeral Assistance. Families who have been affected are to call 1-844-684-6333 to begin the application process for approval and reimbursement/assistance.

The Covid-19 hot line is available at 1-877-978-6453. Anyone can call this number to schedule an appointment for a COVID vaccine.

A total of 11 structural fire calls were reported for the previous month. A total of 1347 E-911 calls were received. A total of 10 new 911 address were distributed. EMS  received 303 dispatch 911 calls with 210 of the calls transported. The average ambulance response time was 14 minutes and 26 seconds. The average ambulance wait time for Magee General was 44 minutes 12 seconds. The average ambulance wait time for Simpson General was 49 minutes 6 seconds.

Discussion was held concerning construction permit fees for county residents. Presently, a $5 permit is charged for new constructions and mobile homes. A permit is required before any construction can begin.

According to the Supervisors, Simpson County is losing funds due to the policy not being enforced. Several county residents are not aware a permit is required for any construction on a land owner’s property.

The board approved to begin charging a $250.00 permit fee for new constructions, and $150.00 fee for mobile homes. The E911 office will work with the tax assessors office, utilities companies and health department to make sure permits have been acquired before services can be provided and construction begins.

Anyone building a barn, shed, unattached building or adding on to present dwelling are not required to have a permit.

The new charges will go into effect staring May 1, 2021.

The board approved the lowest quotation bid from JD Fields & Co for steel piling for the Jupiter Road Bridge Repair Project for $7,717,40.

With no further, the business meeting was adjourned to enter into executive session.
