Simpson County Board of Supervisors met Wednesday, January 15, 2019 for their regular schedule meeting.
Members of Mendenhall High School Student Council were present to observe the board meeting and how County Government operates.
Road Manager Ben Warren stated the storm from the previous weekend caused flooding. A few trees were brought down by the winds and water within the county, but roads were cleared quickly.
John Kilpatrick, with the EMC, advised 911 calls were up during the month of December. Kilpatrick advised calls at a higher number were due to holidays and New Year’s. Kilpatrick reported about 20-25 trees down during storms and bad weather. A special thanks to the inmates, sheriff’s office, and county employees who moved the clean up quickly and smoothly. One house fire was reported on George Road; one RV Fire (that was a total); and one truck fire. 911 received 237 AMR calls for December. AMR are on the scene 80% of the time in less than 30 minutes.
Chancery Clerk Tommy Joe Harvey advised the AD Valorem tax exemption for Real Pure Bottling had been approve.
Sheriff Paul Mullins received approval for the following:
- Approval for Mullins to attend 2020 Sheriff’s Summer Conference June 1-5 in Biloxi, MS plus hotel and travel fees.
- Approval for Marie Black and Sharon Fewell to attend Emergency Telecommunication Course April 20-24 at Pearl, MS at a cost of $395.00.
- Move Justin Hurtt from part time jail to dispatch full to non-certified.
- Moving Kelvin Jenkins from Criminal Investigation to Lt. of Criminal Investigation,
- Hire Mark Herrin at Sheriff’s Office full time certified Sgt. Of Criminal Investigations.
- Signed grant with MDOT to start back picking up garbage on side of road as soon as manpower is available.
County Administrator received approval for the following:
- Purchase of Asphalt from other than low bid of Blains in Mr. Olive ($64/ton with total cost per trip approximately $1,010) is cheaper for travel and wait times than the low quote bid from AD Camp in Flowood ($59/ton with total cost per trip $1050.
- These amounts change monthly and are included on the minutes with the monthly quotes.
- Richard Neely will be unable to prepare for the March 2020 election. Contracting ES&S to help prepare for election.
- Approve the engagement of Butler Snow Law Firm to serve as dissemination Agent for the Simpson County 2019 Fiscal Year Continuing Bond Disclosure for $3,000.00,
- Approve the Fiscal Year 2020 Emergency Management Performance Grant Program Application and Work plan.
- Approve the four-year appointments to the Central Mississippi Planning and Development District Board of Directors. Brian Kennedy – County Official, Ms. Wanda Cowart – Business and Industry, and Mr. Patrick Brown – Minority Representative.
- Ratify the 1-7-2020 emergency purchase approved by the County Administrator of a tank rail car culvert 55 feet by 9.9 feet from the Railroad Yard for delivery at Delmas Road at $240.00/foot for the total of $13,200.00 due to the road being closed due to existing culvert or drainage structure failure.
- Ratify the 1-13-2020 emergency purchase approved by the County Administrator of a tank rail culvert 46.7 feet by 9.3 feet from the Railroad Yard for delivery at Bridges Road. Cost is $240,00/foot for the total of #11,208.00 due to the road being closed due to existing culvert or drainage structure failure.
- Ratify the 1-10-2020 purchase of 200 tons of #4 Limestone form the lowest written quotation of Warren paving $25.75/ton plus $.016 per mile for the total of $41.43 per ton. Total price is $8,286.00. The second quotation bid was from Vulcan for $48.34 per ton for a total price of $9,668.00.
The meeting adjourned to go into executive session to discuss personnel issues.
