Board of Supervisors Meeting Recap

Simpson County Board of Supervisors met Monday, March 7, 2016, at 9:00 am for their regular scheduled meeting.

Meeting was called to order.

Buddy Wolverton, County Engineer, gave his report:

  1. Annual Maintenance inspection is May 25th and 26th, 2016.
  2. FY2016 Bridge Inspection – 107 bridges were inspected.
  3. LSBP-64(20) – Matt Lee Road (Bridge) – Advertising! Open bids on Tuesday March 15, 2016 at 9:00 am
  4. SAP-64 – Hopewell Road – 87.55 % complete, 100 % elapse time, Final inspection was held on January 12, 2016. Contractor has been given punchlist.
  5. STP/BR-0064(22)B – Cox Road – P.S.& E Assembly mailed to State Aid on July 28, 2015.
  6. SAP-64(17)S – Roads “A” – “F” (Resurfacing) Zion Hill Road; Cooper Road; Siloam Road; Airport Road; Goodwater Road; Hopewell Road; and Jupiter Road – P.S & E Plans were mailed to State Aid on February 12, 2016.
  7. SAP-64(63) – Heed Neely Road (Bridge) Program has been approved by State Aid.

JM Hooker, Road Manager, gave the following report:

  1. Road manager monthly report
  2. Easement/Glenda Gipson/Bury Dead Horse
  3. Easement/Charlie Luckey/ Poultry Burial
  4. Easement/Jonathan Brown, Martin Lee, Marilyn Lewis, Mike Davis, George Warren, Tommy Thornton, Ditch work
  5. Easement/Doris Lott/ ROW Entrance
  6. Easement/Mike Davis, Maudekiah King, Jr., Herman Magee, Bobby Brown/Cut Dead Tree.
  7. MDOT Driveway Application/Ricky Williamson
  8. MDOT Driveway Application/Clinton Hayman
  9. Simpson County School District/School Bus Turn Around/ Franklin Coleman

 

Wendy Seals, Battered Women Shelter met before the board asking for any extra help. Board decided to wait until August during budget meeting. If she saw the need for finance before then to come back before the board at that time.

 

Donald O’Cain, Sheriff asked for Jamie Freemen to be hired from part time to full time as deputy. Increase Chris Wallace .25 for the investigator position. And hire Mark Wilson and part time deputy, and hire Doran Coleman. Sheriff also asked for board to increase about of money per vehicle to be spent within the $35000.00 allotted for purchase of vehicles from $8500.00 to $9500.00.

 

Tommy Joe Harvey, Chancery Clerk

  1. Established speed limit of 35 MPH on Warren Cook Road on recommendation of county engineer
  2. Free Port Warehouse application of Howard Industries Inc.
  3. Simpson County School Board Leases

 

Rhuel Dickinson, County Engineer

  1. Ratify the County Administrator’s approval for travel to the State Fire Academy for Chris Wallace to attend Mississippi County Fire Investigator training on January 18, 2016.
  2. Approve the application for fiscal year 2017 recreational grant funds of $5,000,000 from the Pearl River Basin Development District to purchase maintenance equipment (mower) for the Simpson County Harrisville Park. An Additional 25% match of $1,250.00 is required.
  3. Approve the grant modification (Extension) of the grant agreement with the Mississippi Department of Environmental Quality for the update of the Simpson County Local Government Solid Waste Management Plan to extend until December 31, 2016.
  4. Approve the renewal of membership for Charlie Bush for the 2016 year in the amount of $80.00
  5. Approve the resolution of support for the Mid-Mississippi Conservation, Recreation and Development Project (Smith County Lake.)
  6. Consider the request from Copiah Lincoln Community College for clay gravel and spreading for the base of a one-quarter mile walking track at the Simpson Campus.
  7. Approve advertising county resources with a banner ad for the Simpson County School Baseball fields upon request. The Mendenhall Baseball field sign is $275.00 for a new sign.
  8. Approve applicable travel, registration, lodging, and meals for:
    1. Rhuel Dickinson, County Administrator, to attend continuing education training sponsored by the Office of the State Auditor in Pearl, MS April 27-29, 2016 at the cost of $300.00
  9. Authorize the claims and immediate issuance of checks for the following:
    1. Mendenhall Diamond Club for baseball filed sign in the amount of $275.00
    2. City of Magee for budgeted recreational funds of $10,000.00 for the Magee Sportsplex.
  10. Acknowledge and record in the Board Minutes:
    1. D’Lo Water Park Monthly Recap for January 2016.
    2. Simpson County Park Commission Financial Report for January 2016.
    3. Circuit Court Order setting the salary for the Staff Attorney, Ray Therrell.
    4. Circuit Court Order setting the salary for the Court Administrator, Judy Herrington.
    5. Service agreement for 2016 between the Simpson County Development Foundation and the Simpson County Economic Development District.
    6. Notice of State Aid Budget Reductions for Fiscal Year 2016.
  11. Reminder: Council of Government meeting Monday, March 14, 2016 at 7:30 am at the Braxton Community Center.

 

Donny Caughman met before the board asking them to adopt a resolution to support bill 686. Board did vote to adopt resolution.

 

Danny Welch, County Attorney had no business at this time
